Protecting & Preserving the Willamette River

The Willamette Intake Facilities Commission (Commission) consists of the Tualatin Valley Water District and the cities of Wilsonville, Sherwood, Tigard, Beaverton, and Hillsboro. These communities currently, or may in the future, receive their water supply from the Willamette River. Therefore, protecting and preserving the river upstream of the Intake Facilities—where water is drawn—is paramount.

In early 2025, Jennifer supported the Commission in building alignment around operationalizing the Watershed Protection, Monitoring, & Outreach Plan (Plan). The Plan outlines strategies, considerations, and recommended activities to effectively protect and preserve the Willamette River upstream of the Intake Facilities. Jennifer worked with technical experts to develop the Plan, outlining effective stakeholder engagement strategies over several years.

Since 2022, Jennifer has overseen the creation of core messaging; supported stakeholder identification and prioritization; and developed a suite of materials to educate general audiences about the Commission and its goals. Jennifer led a series of online sessions with key stakeholder groups to raise awareness of the Commission and identify partnership opportunities.

Currently, the cities of Wilsonville and Sherwood rely on the river as a drinking water source. In the future, the Intake Facilities will draw more water to provide drinking water to another 350,000 people in Washington County, Oregon.
