Folsom Water Vision

In 2024, Jennifer led stakeholder engagement for the City of Folsom’s first 50-year water supply management plan named Folsom Water Vision. The City was committed to creating a technically sound and defensible Plan informed by community values.

Jennifer executed an approach that solicited the community's values through City-wide surveys first. This provided valuable insights about how the community views drought-reduction measures, rate increases, and the meaning of “resilience”.

A citizen stakeholder group of 20 individuals was formed at the time the project launched. This group represented local interests in the business, education, nonprofit, and environmental sectors. Jennifer supported the design of in-person workshops where this group provided input on the Plan, step-by-step, as it was developed.

This integrated approach resulted in more nuanced project alternatives for optimal water supply resilience that consider community needs. In the summer of 2025, the Plan was made available for public review.
